I learned this work one-to-one from a California contractor — roofing mainly, with HVAC, electrical and hardscapes alongside it, most of it across Southern California. Not a course and not a certificate: sitting beside someone who bids this work, going through solicitations line by line, and being shown what actually gets a packet thrown out.
What throws a packet out is almost never the price. It is a listed sub who let their DIR registration lapse three weeks before the bid, or an addendum acknowledged on the wrong page, or a bond letter that aged out while the job sat in addenda.
That is where the checklist on the front page comes from. It is what a bid packet actually asks for, not a description of one.
